The National Hub Portugal facilitates local and regional stakeholders by providing the WestMED Community with expertise on the Blue Economy, help project leaders find the right partners with their extensive network on both shores of the western Medietrranean, support project(idea) development, help draft tender applications and advise on the most applicable funding opportunities.
The National Hub (co)organises events to help lead discussions on different maritime topics and can be found at (online) Blue-Economy related meetings to share their expertise.

Gonçalo Santos
With a degree in Sociology and a postgraduate qualification in Law and Economics of the Sea, he has been working in the field of the blue economy since more than 10 years, serving as Secretary General of the European International Shipowners Association of Portugal, Director of Public Relations at European Mar and chief of staff of the Reginal Secretariat for the Economy of the Regional Government of Madeira.
He has extensive experience in project management and strategic planning, cross-cultural communication, strategic thinking, partnership development, budgeting and resource management – both on national and international levels.
At Forum Oceano, he is responsible for defining and implementing the internationalization strategy for the Portuguese maritime cluster, as well as managing various projects, including the Transatlatic Pilot Project, led by the Conference of Peripheral Maritime Regions of the European Union, and the Roteiro Naval Carbono Zero which aims to build a decarbonisation roadmap for the Portuguese naval industry.
Lorella Ciuti
Graduate in International Relations with specialization in Japan and Korean Peninsula, with more than 6 years of experience as a Japanese and Korean professor, she has also been a university professor in Argentina of International Politics with a focus on Japan. Skilled, autonomous and very dynamic person with a high predisposition to teamwork in a multilingual context, she has been involved in organization of seminars, meetings, events, and has participated in conferences on politics, society, language, economics and oriental culture.
Being part of the International Relation Department in Forum Oceano – Portugal’s Blue Economy Cluster, she has a supporting role in the Atlantic Strategy and WestMED initiative, is managing the participation of Forum Oceano in the CallmeBlue project and participates in several projects dedicated to promote the cooperation in the Atlantic and Mediterranean areas to boost the sustainable blue economy like Smartdeck, Marmed and MedBAN
