The WestMED Centre Libya facilitates local and regional stakeholders by providing the WestMED Community with expertise on the Blue Economy, help project leaders find the right partners with their extensive network on both shores of the western Mediterranean, support project(idea) development, help  draft tender applications and advise on the most applicable funding opportunities.

The Centre (co)organises events to help lead discussions on different maritime topics and can be found  at (online) Blue-Economy related meetings to share their expertise.

The National Hub Italy supports the Libyan partners with the development of a national Blue Economy Strategy.

Masauda Abuarosha

Dr. Masauda A. A. Abuarosha is a highly accomplished expert in marine aquaculture management, blue economy, and agricultural economics, with a distinguished career spanning academia, government, and international cooperation. She holds a PhD in Marine Aquaculture Management from Sheffield Hallam University (UK) and a Master’s in Business Administration from the Libyan Postgraduate Academy. With over two decades of experience in academia, Dr. Abuarosha has been a faculty member at Omar Al-Mukhtar University since 2004, specializing in agricultural economics, fisheries policies, and sustainable aquaculture development. She has played a pivotal role in mentoring postgraduate students, conducting high-impact research, and contributing to Libya’s agricultural and aquaculture policies.

Beyond academia, she has held key leadership roles in national and international initiatives, including the General Director of the National Project of Aquaculture in Libya, Director of International Cooperation at the Ministry of Agriculture, Technical Advisor in Fisheries and Aquaculture, and an expert for the UN Economic and Social Commission for Western Asia (ESCWA), most currentlyo-founder of the Libyan Maritime Cluster. Her expertise spans policy development, strategic planning, and research in fisheries and aquaculture. She possesses strong analytical and technical skills, including quantitative and qualitative data analysis using SPSS, NVIVO, and Excel, as well as proficiency in Microsoft Office and project operations management (PMP certified). With a robust publication record, active participation in regional and international initiatives, and a commitment to capacity building, Dr. Abuarosha continues to drive sustainable blue economy and aquaculture development in Libya and beyond.
