The National Hub Algeria facilitates local and regional stakeholders by providing the WestMED Community with expertise on the Blue Economy, help project leaders find the right partners with their extensive network on both shores of the western Mediterranean, support project(idea) development, help draft tender applications and advise on the most applicable funding opportunities.
The National Hub (co)organises events to help lead discussions on different maritime topics and can be found at (online) Blue-Economy related meetings to share their expertise.

Produced under the auspices of the Ministry of the Environment and Renewable Energies (MEER) in collaboration with the Ministry of Fisheries and Fish Production, with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), as part of the “Protection of the Environment and Biodiversity of the Algerian Coastline (PEBLA)” project.
This guide has been developed as a tool to provide decision-makers and aquaculture producers with practical recommendations for reducing the impact of aquaculture activities on the environment. Its content is based on current technical and scientific knowledge for the sustainable management of farmed species.
Topics covered include environmental protection, product quality, labour standards, consumer safety and animal welfare.

Dr. Samir Grimes
Dr. Samir Grimes est Maître de Conférences à l’Ecole Nationale Supérieure des Sciences de la Mer et de l’Aménagement du Littoral (ENSSMAL-Alger). Il est enseignant chercheur depuis 1994 et responsable de l’équipe de recherche « Interactions Milieu – Biodiversité marine–IMBM » de l’ENSSMAL. Il est également le coordinateur national de la base de données sur la biodiversité marine de l’Algérie.
Samir Grimes est le Hub national de l’initiative westmed et participe au projet Bluemed. Titulaire d’un doctorat d’Etat en Environnement Marin et auteur de nombreuses publications internationales et ouvrages collectifs, Dr. Grimes est également expert auprès du Programme des Nations Unies pour l’Environnement (UNEP) depuis 2002. Ecologiste marin à la base, Dr. Grimes a élargit son champs d’intérêt pour le porter aux aires marines protégées, la Gestion intégrée des zones côtières, l’économie bleue et la planification de l’espace maritime, les évaluations environnementales stratégiques et les espèces introduites. Membre de plusieurs conseils scientifiques au niveau international, notamment du Réseau Méditerranéen de l’Environnement et des Changements Climatiques et des Universités de la Mer d’Alboran.
il a été entre 2014 et 2016 détaché au Ministère chargé de l’Environnement et été Conseiller de deux ministres, directeur en charge durant cette période des dossier relatifs à la biodiversité, aux zones côtières et au changement climatique.
Dr. Samir Grimes a été représentant du groupe Arabe-Afrique au bureau du Comité Océanographique International (COI) de l’UNESCO et a pris part à de nombreuses conférences internationales, notamment aux Conférences des Parties (COP) sur les changements climatiques de Lima (2014), de Paris (2015) et de Marrakech (2016) ainsi qu’aux COP de la Convention de Barcelone. Entre 2016 et 2019, Samir Grimes a fait partie d’e nombreux groupes d’experts et de travail dans le cadre des programmes de l’UE et de l’UpM sur l’économie bleue et la planification de l’espace maritime, de l’UNEP/MAP sur la GIZC et l’IMAP.
Samir Bachouche
Dr. Samir Bachouche is a marine scientist and ex Deputy Director and Director of the Aquatic Ecosystems Research Division at the National Center for Research and Development of Fisheries and Aquaculture (CNRDPA) in Algeria.
He holds a doctorate in marine sciences from the National School of Marine Sciences and Coastal Management.
His main research interests focus on coastal planning, management, climate change and the impact of the marine environment and related changes on marine species and ecosystems. He has been involved in a number of oceanographic surveys in Algerian and North Sea waters since 2011.
Dr. Bachouche has dedicated more than 12 years to oceanographic and fisheries research. His work aims to reveal the interactions between the environment, marine resources, and ecosystems by proposing management plans for national and regional authorities.
He works closely with various stakeholders at both the local and regional levels. He has been a focal point for the Ocean Acidification Program with the International Coordination Centre (OA-ICC) and the International Atomic Energy Agency (IAEA) with the Global Ocean Acidification Observation Network (GOA-ON) since 2016.
He is also a founding member and member of the steering committee of the “African Ocean Acidification Network.” He is an active partner in several projects, including those related to Marine Spatial Planning, GIZC, fisheries, aquaculture and the Blue Economy and a member of various national committees related to maritime and coastal policies, invasive alien apecies, climate change and food security.
Dr. Bachouche is a respected expert in the field of marine sciences and specifically on fisheries and aquaculture. He is a passionate advocate for sustainable management of marine resources and coastal areas.
He is a member of the Algerian delegation on for Conferences of the Parties (COP), on UN Biodiversity Conference (COP15) and on Climate Change of the United Nations Framework Convention on Climate Change (UNFCCC) COP27 et COP28. He has been part of numerous expert and working groups within the framework of the EU and UfM programs related to the blue economy
Dr. Bachouche’s work is important for understanding the impacts of climate change and other human activities on marine ecosystems. His research has helped to inform coastal management decisions and to develop strategies to protect marine resources.
Dr Bachouche has published over 100 scientific documents and he is a frequent speaker at international conferences and workshops, he is a member of the editorial board of several scientific journals.
