EASME | Synergies and Clustering Between Maritime Projects | 5 October 2020

General information

The call for tender was published the 21st of August 2020.

The objectives of this open tender is to provide a platform for exchange of information, best practices and synergies between EMFF funded projects in a structures way, that will set up and develop a process for evaluating and clustering EMFF financed projects.

The service contract will manage and animate a platform for structured exchange of information, mutual learning, greater visibility and cross fertilisation between projects funded under EMFF.

This will have as main results:

(1) a better understanding of factors that positively influence the success of projects supported by the EMFF direct management, as well as of bottlenecks (in order to inform and improve future processes for programming actions to be funded under EMFF through direct management).

(2) mutual learning to enable projects to take advantage of insights and practices from other projects, including relevant similar projects funded by other EU funding instruments (i.e. Horizon 2020, LIFE etc.);

(3) an increased visibility of EMFF projects.

Deadline

The deadline for submission of applications is 5th October 2020 – 10:00 Brussels time

Project duration

It is expected that the contract will be signed in the first quarter of 2021 and the duration of the tasks shall not exceed 24 months

Financial allocation

The available call budget is EUR 450,000 with the possibility of extension for another 24 months with the same amount.

Partnership

Participation in this procurement procedure is open on equal terms to all natural and legal persons coming within the scope of the Treaties, as well as to international organisations.

It is also open to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement.

Further information
The services to be performed by the contractor will consist of three main Work Packages (WP):

 

· The first WP “evaluation” (WP1) will consist of an evaluation of a minimum 60 up to a maximum of 90 EMFF projects and will have two subtasks: defining indicators and applying these indicators to get the evaluation results.

· The second WP “clustering/visibility” (WP2) will consist of creating thematic clusters of projects and produce materials on their results to enhance their visibility and enhance mutual learning

· The third WP “networking” (WP3) will consist of organisation of workshops to review results of the evaluation, exchange best practices and look for cooperation/synergies between projects from other programmes.

As the name suggests, the European Maritime and Fisheries Fund does not just support fisheries, but also maritime policy. It is mainly national administrations who decide how to use the amounts they receive to support both fisheries and the blue economy. The European Commission also manages a small percentage of the Fund (4.5%), which goes to innovative projects and sustainable 4 activities and helps coordinate maritime cooperation across borders. Over the years, this “direct funding” has supported many new ideas all over Europe. What follows is a snapshot of some of the most intriguing projects that emerged in recent years thanks to the European Commission’s direct funding.

2019 European Maritime and Fisheries Fund Info Day | 25 November | Brussels

Save the date – EMFF Info Day will take place on Monday 25 November 2019 at Albert Borschette Congress Center, in Brussels.

New blue economy call will be presented in a series of presentations organised by EASME and the Directorate General for Maritime Affairs and Fisheries of the European Commission.

The aim of the Info Day is to present funding opportunities under the 2019 « Blue Economy Window » call for proposals and to attract new applicants and potential beneficiaries.

Our project advisers will be on the spot to answer your questions. You will also have the opportunity to hear testimonials from a successful company that benefited from the European funding in the previous years.

You will also have the opportunity to take advantage of the match-making session and meet your potential partners, stakeholders and other professionals in the field of blue economy.

En moins d’un an, le Mécanisme d’assistance OuestMED (aussi appelé l’initiative OuestMED) a soutenu un grand nombre de porteurs de projet. Voici ce que nous faisons et ce que nous avons fait jusqu’à maintenant.

 

Demander un financement de projet

Il existe un grand nombre d’instruments et d’appels à projets et il est difficile de répondre avec succès aux appels à financement. OuestMED soutient les porteurs de projet, les aide à développer leurs idées en concepts cohérents puis en propositions fortes, puis les consolide grâce à des partenariats de niche et les adapte aux meilleurs instruments de financement disponibles.

OuestMED promeut non seulement les nouvelles idées et les nouveaux partenariats, mais évalue également les points faibles et les points forts de soumissions rejetés lors d’appels d’offre passés.

 

Suivre l’argent

OuestMED combine soutien  développement de projets et mise à jour des listes d’opportunités de financement en-cours et à venir. L’équipe du Mécanisme d’assistance, et surtout nos Hubs nationaux, restent à l’écoute des domaines de projets déjà établis, tout en soutenant les nouvelles idées de projet afin de les présenter avec succès aux différentes opportunités de financement européennes, régionales et nationales de l’économie bleue.

 

Gros plans sur les appels à projet actuels

Jusqu’à aujourd’hui, 10 projets régionaux ont été activement soutenus par le Mécanisme d’assistance et les Hubs nationaux en réponse à des appels d’offres tels que EMFF, Interreg MED, JPI Oceans, Horizon 2020, ENI CBC. L’Initiative OuestMED a aidé la préparation et la soumission de projets dans des domaines tels que le tourisme durable, les qualifications innovantes, les nouvelles technologies, les outils et stratégies innovantes pour une aquaculture durable, la compétitivité des ports et la promotion des outils technologiquement avancés.

The objective of this call for proposals is to support the establishment and implementation of Maritime Spatial Plans in line with the objectives pursued in the framework of the MSP Directive. More specifically, this action intends to support Member States in setting up maritime spatial plans and ensuring plans are coherent and coordinated across marine regions concerned.
