Study for the implementation of regulation (EU)2015/757 on the monitoring, reporting and verification of CO2 emissions from maritime transport | 

General information

The call for tenders was published the 02/09/2020.

In February 2019, the Commission adopted a proposal to revise Regulation (EU) 2015/757. The objective of this proposal is to align the EU MRV system, where appropriate, with the data collection system adopted by the International Maritime Organisation (IMO) in 2016. The outcome of the ongoing co-decision process will require the update of the relevant implementing legislation taking into account the revision of Regulation (EU) 2015/757.

This tender has the following four key objectives:

Support the Commission in evaluating the adequate implementation of Regulation (EU) 2015/757;

Support the Commission in fulfilling its reporting requirements, as defined in Article 21 of Regulation (EU) 2015/757;

Help the Commission prepare the update of the relevant implementing legislation taking into account the future revision of Regulation (EU) 2015/757 (co-decision process ongoing);

Provide technical support to companies, verifiers, national accreditation bodies and Member States on the correct implementation of Regulation (EU) 2015/757 in form of a helpdesk.

Deadline

The deadline for submission of applications is 16th October 2020 – 12:00 Brussels time

Project duration

The tasks should be completed within 24 months of the signature of the contract.

Financial allocation

Estimated total value of 260,000 euros

Partnership

Economic operators can submit a tender either as a sole tenderer or as a group of tenderers. In either case subcontracting is permitted.

Economic and financial capacity:

Minimum level of capacity: Average yearly turnover of the last two financial years above 260,000

Basis for assessment:  This criterion applies to the tenderer as a whole, i.e. a consolidated assessment of the combined capacities of all involved entities will be carried out.

Evidence:  Copy of the profit and loss accounts and balance sheet for the last two years for which accounts have been closed from each concerned involved entity, or, failing that, appropriate statements from banks. The most recent year must have been closed within the last 18 months.

Technical and professional capacity:

Tenderers (in case of a joint tender the combined capacity of all members of the group and identified subcontractors) must comply with the criteria listed below:

The project references indicated below consist of a list of relevant services provided (i.e. not ongoing but fully completed) in the past three years, with the sums, dates and clients, public or private, accompanied by statements issued by the clients.

Criterion A1: The tenderer must prove experience in the field of greenhouse gas emissions from maritime transport and in particular related to the implementation of the Regulation (EU) 2015/757 on the monitoring, reporting and verification of CO2 emissions from maritime transport, maritime transport economics and market dynamics as well as experience in data collection, data mining, statistical analyses, ships’ CO2 emissions modelling or estimation, development of key performance indicators and the preparation of public reports.

Evidence A1: The tenderer must provide references for at least three projects delivered in these fields in the last three years with a minimum value of each project of EUR 100 000.

Criterion A2: The tenderer must prove capacity to work in English.

Evidence A2: The tenderer must provide references for three projects delivered in the last three years showing the necessary language coverage.

Criterion A3: The tenderer must prove capacity to draft reports in English on a high linguistic level, for the purpose of external communication.

Evidence A3: The tenderer must provide one document of at least 10 pages (report, study, etc.) in this language that it has drafted and published or delivered to a client in the last two years. The verification will be carried out on 5 pages of the document.

Criterion A4: The tenderer must prove its capacity to work in different EU countries.
Evidence A4: The tenderer must provide references for three projects delivered in the last three years. The combination of projects must cover at least five different EU Member States.

Criterion A5: The tenderer must prove deep knowledge and understanding of Regulation (EU) 2015/757 on the monitoring, reporting and verification of CO2 emissions from maritime transport and of THETIS-MRV. The tenderer must prove knowledge in monitoring and reporting of greenhouse gas emissions in maritime transport.

Evidence A5: The tenderer must provide references for three projects delivered in these fields in the last five years with a minimum value of each project of EUR 30.000.

Criterion A6: The tenderer must prove its ability to carry out all tasks, the implementation checks (Task 1) in particular, impartially and without conflicting interests with regard to the parties being assessed.

Evidence A6: The tenderer must provide an according declaration as part of the Declaration on Honour.

The team delivering the service should include, as a minimum, the following profiles:

Criterion B1 – Project Manager: At least seven years of experience in project management, including overseeing project delivery, quality control of delivered service, client orientation and conflict resolution experience in projects of a similar size (at least EUR 250 000) and coverage (at least three countries covered), with experience in management of teams of at least seven people.

Criterion B2 – Language requirements: At least one member of the team should have C2 level according to the Common European Framework for Reference for Languages11 in English, and the rest of the team should have at least C1 level in English.

Criterion B3 – Experts in [A] policies to reduce greenhouse gas emissions from maritime transport and in particular with expertise in relation to Regulation (EU) 2015/757 on the monitoring, reporting and verification of CO2 emissions from maritime transport; experts in [B] the collection and analysis of maritime transport data, in particular related to the technical and operational energy efficiency of ships. Relevant higher education degree or equivalent professional experience and at least five years of professional experience in the fields required.

C-Voucher | Second Adopters Open Call | 30 October 2020, 17:00 CET

With this call, C-Voucher, a European project financed by the European Commission, is looking for 24 end-user SMEs (called Adopters SMEs from now on) from prioritized sectors (Manufacturing, Textile, Blue Growth, Agro-Food and Health) willing to approach the transition towards the circular economy business models. Projects bringing cross-sectoral and cross-border potential will be prioritized and are highly encouraged.

The Adopter SMEs selected to be enrolled in the 3-month programme will be creating Business Cases, allowing them to structure the business model changes and disruption of their current value chains.

The C-Voucher consortium is led by FundingBox Accelerator (FBA) and is composed of 12 partners from 6 European countries (Denmark, Romania, France, Poland, Spain, and Sweden).

EASME | Synergies and Clustering Between Maritime Projects | 5 October 2020

General information

The call for tender was published the 21st of August 2020.

The objectives of this open tender is to provide a platform for exchange of information, best practices and synergies between EMFF funded projects in a structures way, that will set up and develop a process for evaluating and clustering EMFF financed projects.

The service contract will manage and animate a platform for structured exchange of information, mutual learning, greater visibility and cross fertilisation between projects funded under EMFF.

This will have as main results:

(1) a better understanding of factors that positively influence the success of projects supported by the EMFF direct management, as well as of bottlenecks (in order to inform and improve future processes for programming actions to be funded under EMFF through direct management).

(2) mutual learning to enable projects to take advantage of insights and practices from other projects, including relevant similar projects funded by other EU funding instruments (i.e. Horizon 2020, LIFE etc.);

(3) an increased visibility of EMFF projects.

It is expected that the contract will be signed in the first quarter of 2021 and the duration of the tasks shall not exceed 24 months

Financial allocation

The available call budget is EUR 450,000 with the possibility of extension for another 24 months with the same amount.

Partnership

Participation in this procurement procedure is open on equal terms to all natural and legal persons coming within the scope of the Treaties, as well as to international organisations.

It is also open to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement.

The services to be performed by the contractor will consist of three main Work Packages (WP):

 

· The first WP “evaluation” (WP1) will consist of an evaluation of a minimum 60 up to a maximum of 90 EMFF projects and will have two subtasks: defining indicators and applying these indicators to get the evaluation results.

· The second WP “clustering/visibility” (WP2) will consist of creating thematic clusters of projects and produce materials on their results to enhance their visibility and enhance mutual learning

· The third WP “networking” (WP3) will consist of organisation of workshops to review results of the evaluation, exchange best practices and look for cooperation/synergies between projects from other programmes.

EEA Grants Portugal | Blue Growth call #4 Research | 30 October 2020

This Open Call aims to finance projects to enhance the performance of Portuguese research organizations in Blue Growth, including technological development, and promote monitoring and knowledge improvement of marine environmental issues, including natural and social capital and ecosystems services.

The main objective of this Call is to enhance the performance of Portuguese research organizations in Blue Growth, including technological development, and promote monitoring and knowledge improvement of marine environmental issues, including natural and social capital and ecosystems services. It is also an objective of this Call to fund projects aiming at technological development and promote cooperation between research organizations and business sector.

Eligible project promoters: Research Organizations, defined in the Community Framework for State Aid for Research and Development and Innovation (2014/C 198/01), established in Portugal.

Natural persons are not eligible.

Eligible project partners: Any public or private entity, commercial or non-commercial, as well as non-governmental organisation established as a legal person either in Portugal, Norway, Iceland or Liechtenstein or any international organisation or body or agency thereof, actively involved in, and effectively contributing to, the implementation of a project, (in accordance with article 7.2.2 of the EEA Grants 2014-2021 Regulation).

The proposal must include at least one research organization from Norway, Iceland or Liechtenstein.

The cooperation in research projects is to be based on equal partnerships between entities involved in research and development in Norway, Iceland or Liechtenstein and entities involved in research and development in Portugal, with the leading role of the latter.

Participation in the research call projects shall be open to participants established in Third Countries (i.e. any country other than Portugal, Norway, Iceland or Liechtenstein), if such participation is justified in terms of the enhanced contribution made to the aims of the research call. However, participants from third countries cannot be supported by the grant.

Avilable Fund: 5.423.529 €

Maximum Grant Amount for each project:: 1.000.000€

Minimum Grant Amount for each project: 500.000€

Grant Rates: The maximum funding rate can go up to 100% of total eligible project costs.

Types of Projects: In order to be eligible for funding, project proposals under the Research Call should address at least one of the following topics:

  1. Sustainable fisheries, aquaculture and blue biotechnology to improve added value from fishing products and other marine resources, considering sustainability and circular principles;
  2. Develop and standardize new methodologies to assess the status of Portuguese national fishery resources, not evaluated by international scientific fora;
  3. Approaches to develop integrated ecological-economics fisheries management.
  4. Improve aquaculture in open offshore conditions in Portuguese maritime areas, including bio-economic modelling;
  5. Marine natural capital and ecosystem services in order to fulfill gaps of data and knowledge on new areas with potential natural value for conservation (including economics, human activities pressures, legal regimes or management solutions), with emphasis on deep sea habitats, and/or restoration solutions, namely through seaforestation;
  6. Social impact of Blue Growth, concerning sustainable fisheries, aquaculture, namely offshore, marine biotecnology, and local communities, in Portugal;
  7. Climate change forecasts, climate change impacts on marine ecosystems services and natural capital, including economic impacts in Portuguese maritime zones, and climate solutions, nature marine ecosystem based solutions and blue carbon;
  8. Data analysis and methodologies/tools for multidimensional assessment of cumulative environmental and socioeconomic impacts to support decision making on marine spatial planning and/or on localization of maritime activities in the Portuguese maritime zones;
  9. New technologies for environmental monitoring and maritime surveillance, development and/or transfer, namely in deep-sea habitats and resources, to improve data and knowledge.

EU | European Green Deal call

The Green Deal call will mobilise research and innovation to foster a just and sustainable societal transition aiming at ‘leaving nobody behind’.

Projects are expected to deliver tangible and visible results relatively quickly and show how research and innovation can provide concrete solutions for the Green Deal main priorities.

This is why the call will support

  • pilot applications, demonstration projects and innovative products
  • innovation for better governance of the green and digital transition
  • social and value chain innovation

In addition to technological development and demonstration, the call encourages experimentation and social innovation for new ways to engage civil society and empower citizens.

In relation to the current pandemic, the call will contribute to the green and digital recovery and to increasing societal resilience for example in agriculture, biodiversity acceleration of renewables, clean transport and modernisation towards a clean and circular industry.

The Executive Agency for Small and Medium-sized Enterprises (EASME) is launching this call for tenders for further development and maintenance of the European Marine Observation and Data Network. The European Commission’s proposal for a green deal resets the Commission’s commitment to achieving zero emissions of greenhouse gases in 2050 with economic growth decoupled from resource use. The aim of this call for tender is to add to the evidence base that will underpin planning for this transition. It will look at two particular aspects:Lot 1 ‘shellfish and algae’ — assessing the potential of shellfish and algae to recycle nutrients,Lot 2 ‘vessel density‘ — improving knowledge of vessel density in European waters;EASME wishes to enter into two service contracts, one for each of the above lots.The tasks to be carried out by the contractor are further detailed in the tender specifications in section 1.

La Métropole Nice Côte d’Azur lance un appel à projets afin d’identifier des entreprises porteuses d’initiatives pertinentes pour le territoire. La vocation de ce dispositif vise à montrer le dynamisme économique de la Métropole Nice Côte d’Azur en promouvant des produits/services novateurs portés essentiellement par des jeunes entreprises innovantes et de permettre aux sociétés d’avoir plus de visibilité.

UfM | Grant Scheme for employment promotion – Regional response to the COVID-19 pandemic | 29 October 2020

The UfM Secretariat has launched the UfM Grant Scheme for Employment Promotion in view of the COVID-19-induced economic crisis. The Grant Scheme has been set in order to support not-for-profit organizations with projects aiming at promoting employment in the UfM Region.

The economic consequences of the COVID-19 pandemic are enormous and have led to unprecedented economic shocks that are directly felt by households worldwide. According to the ILO, ca. 94 % of the worldwide labour force lives and works in countries that are affected by company closures. The economic crisis will account for a loss of working hours equivalent to 305 million full-time employees.

In the Southern and Eastern Mediterranean, the economic consequences of the COVID-19 pandemic threaten to undo years of economic development.

With the Mediterranean citizens at risk of losing their employment and livelihood,they are forced to adapt to a new world of work and economic activity.People already more vulnerable to economic shocks and restricted mobility, such as informal workers, blue-collar workers, youth and women, are specially affected.

At the same time, the crisis can also be the starting point to develop new ways of working as well as new forms of training and education.

DG REGIO |  Call for expression of interest for Covid-19 Response and Recovery Partnerships: Pilot Action for Interregional Innovation | 7 September 2020

Objective of the call

Under this Call, DG REGIO seeks expressions of interest from transnational partnerships of regional authorities, including ecosystems of regional stakeholders (universities, research centres, clusters, SMEs, etc.) willing to pilot interregional innovation partnerships. The objective is to incentivise business investment projects accelerating commercialisation and scale-up of inter-regional innovation.

Based on current Commission priorities, four new areas are proposed for cooperation in the framework of the interregional innovation partnerships (one partnership per topic):

  • COVID-19: mobilising regional capacities to accelerate innovation and rapid deployment of new technologies and solutions to address the COVID-19 pandemic; development of the medical value chain (e.g. medical products, devices to tackle COVID-19).
  • Circular Economy in Health: circular business models for medical products and services (e.g. remanufacturing and refurbishing of medical devices and equipment, circular economy in the context of health safety, management of medical waste).
  • Sustainable and Digital Tourism: innovative solutions for the recovery and the development of tourism (including climate neutral and cultural tourism) through new technologies, service concepts and business models. Partnerships covering both the private sector (including start-ups), the public sector and public-private partnerships (e.g. responsible, innovative and smart tourism across different value chains, applying circular business models and resource efficiency, use and management of natural resources, use of public spaces, services and infrastructures, uptake of new technologies, data collection, management and sharing).
  • Hydrogen technologies in carbon-intensive regions: innovative solutions based on hydrogen technology, which (a) respond to the specific challenges of carbon-intensive regions; and/or (b) capitalise on the specific strengths of carbon-intensive regions in the creation of a European value chain for FCH (e.g. through the conversion of existing coal mines, smelters or production facilities, particularly as regards raw materials).

Who can apply under this call?

An Expression of Interest can be submitted by a partnership made up of statutory regional authorities and their regional innovation ecosystems. Partnerships should be composed of regional authorities from at least four different EU countries and represent to the extent possible the whole value chain involving representatives of the “quadruple helix”: research, business, public administration and end-users from different countries.
